Terms of Service

Terms of Service

1. Acceptance of Terms

Welcome to Harrington Agency Index™ (“Harrington,” “Company,” “we,” “us,” or “our”).

These Terms of Service (“Terms”) establish a legally binding agreement between Harrington Agency Index™ and individuals or organizations accessing or using the Harrington Agency Index website, applications, agency directories, consultant reviews, employment listings, market intelligence, publications, and related services (collectively, the “Platform”).

By registering for an account, submitting content, purchasing services, or otherwise accessing or using the Platform, you agree to comply with these Terms.

If you do not agree, you must discontinue use of the Platform.

Harrington may establish supplemental terms for particular services, including organizational subscriptions, advertising, recruitment services, and proprietary intelligence products.

Where applicable, supplemental terms will be presented before a user purchases or accesses those services.

These Terms do not waive rights that cannot lawfully be waived.

2. Platform Purpose and Editorial Independence

Harrington is an independent workforce intelligence platform intended to promote transparency, accountability, and informed decision-making within the staffing, consulting, and contingent workforce industries.

Services may include agency profiles, consultant reviews, agency ratings, employment opportunities, compensation intelligence, workforce research, and The Harrington Report™.

Harrington independently determines its editorial standards, research practices, verification procedures, and content presentation.

The inclusion of an agency or organization in Harrington’s directory does not constitute an endorsement, affiliation, partnership, or recommendation.

Organizations cannot purchase favorable ratings, positive reviews, preferential editorial treatment, or the removal of legitimate unfavorable reviews.

Commercial relationships do not grant organizations editorial authority over consultant-submitted experiences or Harrington’s independent analysis.

Harrington may distinguish sponsored material from independent content through appropriate disclosures.

3. Eligibility and Minimum Age

The Platform is intended for individuals who are at least eighteen (18) years old.

By registering for an account or using account-restricted services, users represent that they:

  • Are at least eighteen years old.

  • Have the legal capacity to enter into binding agreements.

  • Will provide accurate registration information.

  • Will comply with applicable laws and these Terms.

Organizations using the Platform represent that individuals acting on their behalf have the authority to bind the organization to applicable agreements.

Harrington may suspend or terminate accounts that fail to meet these eligibility requirements.

The Platform is not intended for children.

4. Account Registration and Security

Users may be required to create an account to submit reviews, access personalized services, or purchase organizational products.

Users are responsible for maintaining the confidentiality of their login credentials and promptly reporting suspected unauthorized account activity.

Users agree not to:

  • Impersonate another individual or organization.

  • Create accounts using materially false information.

  • Circumvent account restrictions or security controls.

  • Access another user’s account without authorization.

  • Use automated systems to compromise, scrape, or disrupt the Platform.

  • Submit malicious software or attempt unauthorized access to Harrington’s systems.

Harrington may investigate suspected violations and restrict or terminate accounts when reasonably necessary to protect the Platform, its users, or applicable legal interests.

5. Consultant Reviews and User-Generated Content

Harrington permits eligible users to submit firsthand experiences concerning staffing agencies, consulting firms, recruiters, employment engagements, and related professional interactions.

Users retain ownership of original content they lawfully create and submit.

By submitting content, users grant Harrington a nonexclusive, worldwide, royalty-free license to host, reproduce, display, distribute, format, moderate, and analyze that content for purposes of operating, promoting, and improving the Platform and its publications.

This license does not transfer ownership of the user’s original content to Harrington.

Users represent that their submissions:

  • Reflect genuine experiences or information they are authorized to provide.

  • Do not knowingly contain materially false statements.

  • Do not unlawfully disclose confidential or protected information.

  • Do not infringe third-party intellectual property rights.

  • Do not contain unlawful threats, harassment, or discriminatory abuse.

  • Comply with Harrington’s Review Guidelines.

Users must distinguish factual assertions from personal opinions where reasonably necessary to avoid misleading readers.

Harrington may review, edit for formatting, restrict, or remove submissions that violate its policies or applicable law.

Harrington is not obligated to publish every submission.

6. Verification and Reviewer Confidentiality

Harrington may require users to provide documentation or other evidence supporting the authenticity of a submitted professional experience.

Verification may involve employment records, contracts, correspondence, engagement documentation, or other relevant information.

Harrington seeks to minimize the personal information collected during verification.

Users should redact unnecessary sensitive information before submitting documentation.

Verification documentation is collected for the limited purpose of assessing the authenticity of submitted experiences and supporting applicable compliance obligations.

Harrington does not publicly display verification documentation as part of an agency review.

Reviewer identities are confidential by default and are not ordinarily disclosed to agencies or the general public.

However, Harrington cannot guarantee absolute anonymity or confidentiality in every circumstance.

Disclosure may be necessary in response to valid legal process, applicable law, security incidents, or other circumstances described in the Privacy Policy.

SUBSECTION 6.1 — VERIFICATION DOCUMENTATION RETENTION

Harrington Agency Index™ retains submitted verification documentation for no longer than thirty (30) calendar days following submission, unless a longer retention period is required by applicable law.

At the expiration of this period, the submitted documentation will be deleted from active storage.

Where a legal retention obligation applies, Harrington will limit retained documentation to the information reasonably necessary to satisfy that obligation and delete it when the obligation expires.

Verification status and limited non-documentary audit information may be retained separately where necessary and lawful.

Harrington will not use submitted verification documentation for unrelated marketing purposes.

7. Agency Responses and Content Disputes

Agencies may submit responses to published reviews or request investigation of potentially inaccurate information.

Harrington may require verification that the responding individual is authorized to represent the agency.

Requests should identify the disputed material and provide a factual explanation and supporting evidence where available.

Harrington will evaluate disputes in accordance with its Agency Response Policy.

The existence of a dispute does not automatically require removal of the challenged content.

Harrington may remove or correct material where appropriate under its policies or applicable law.

Agencies do not receive access to confidential reviewer verification documentation merely because they dispute a review.

Harrington reserves editorial discretion, subject to applicable legal obligations.

8. Agency Directory and Public Information

Harrington may create and maintain profiles of staffing agencies, consulting firms, and other organizations using publicly available information, authorized submissions, and independently collected data.

An agency’s inclusion does not imply that it has registered with, endorsed, or entered into a commercial relationship with Harrington.

Organizations may request correction of materially inaccurate directory information.

Harrington is not obligated to remove an otherwise lawful agency listing solely because an organization objects to its inclusion.

Listings may be modified or removed in accordance with Harrington’s Agency Inclusion & Removal Policy and applicable law.

9. Market Intelligence and Ratings

Harrington may publish ratings, rankings, compensation information, workforce trends, and other research derived from multiple information sources.

These may include consultant submissions, employment listings, public records, third-party research, and proprietary analyses.

Harrington does not warrant that every data point is complete, current, or independently verified.

Research findings may be affected by sample size, selection bias, reporting limitations, and changing market conditions.

Ratings and rankings represent evaluations based on stated criteria and should not be interpreted as definitive measurements of organizational quality.

Harrington may revise its methodologies and correct inaccuracies.

Additional information appears in the Index Methodology and Report Content Policy.

10. Employment Listings and Third-Party Opportunities

Harrington may display employment opportunities submitted by organizations or obtained from authorized sources.

Unless expressly stated otherwise, Harrington is not the employer, staffing agency, or contracting party associated with third-party job listings.

Harrington does not guarantee:

  • The availability of advertised opportunities.

  • The accuracy of compensation information.

  • Employment or contract placement.

  • Interview invitations or hiring decisions.

  • The conduct or performance of third-party organizations.

Users are responsible for independently evaluating opportunities and contractual arrangements.

Harrington may remove misleading or fraudulent listings.

11. Intellectual Property

The Harrington Agency Index name, branding, website design, original publications, proprietary research, software, graphics, and other Company-owned materials are protected by applicable intellectual property laws.

Except where expressly permitted, users may not reproduce, commercially redistribute, resell, or create unauthorized derivative works from protected Harrington materials.

Users receive a limited, revocable, nonexclusive, nontransferable license to access and use the Platform for authorized purposes.

This license does not convey ownership of Harrington’s intellectual property.

Nothing in this section restricts lawful uses permitted by applicable law, including applicable copyright exceptions.

12. Prohibited Conduct

Users may not use the Platform to:

  • Submit fabricated reviews or manipulate ratings.

  • Threaten or retaliate against reviewers.

  • Attempt to identify anonymous contributors through unauthorized means.

  • Publish unlawful personal information.

  • Engage in fraud or misrepresentation.

  • Interfere with Platform security.

  • Harvest personal information without authorization.

  • Violate applicable intellectual property laws.

  • Use Harrington content for unauthorized commercial resale.

  • Engage in conduct that violates applicable law.

Harrington may investigate violations and take proportionate enforcement measures, including content removal, account restrictions, and referrals to appropriate authorities where warranted.

12.1 Automated Access, AI Training, and Database Replication

Harrington Agency Index™ maintains proprietary content, original research, agency ratings, consultant reviews, statistical analyses, market intelligence, and database compilations.

Except as expressly authorized in writing by Harrington Agency Index™ or otherwise permitted by applicable law, users and third parties may not:

(a) Use automated systems, including artificial intelligence agents, bots, crawlers, scrapers, or similar technologies, to systematically extract, harvest, collect, or reproduce content or data from the Platform.

(b) Use Harrington's proprietary content, consultant reviews, agency ratings, market intelligence, or database compilations to train, develop, fine-tune, or enhance artificial intelligence systems, machine-learning models, or competing data products.

(c) Systematically copy, reproduce, aggregate, or redistribute Harrington's proprietary content or database compilations for the purpose of creating, operating, or enhancing a competing agency directory, review platform, business intelligence service, or market intelligence product.

(d) Sell, sublicense, redistribute, commercially exploit, or provide unauthorized bulk access to Harrington's proprietary datasets, original research, or market intelligence.

(e) Circumvent technical restrictions, security measures, access controls, or other mechanisms designed to protect the Platform and its information.

Harrington reserves the right to restrict or terminate access, revoke permissions, and pursue remedies available under applicable law in response to unauthorized activities.

Nothing in this section grants Harrington exclusive ownership over publicly available facts, restricts lawful access to independently obtained information, or prohibits activities that cannot legally be restricted.

13. Privacy and Personal Information

Harrington collects and processes personal information as described in its Privacy Policy.

Personal information may include account details, communications, submitted reviews, verification records, usage information, and other information reasonably necessary to operate the Platform.

Harrington will maintain administrative, technical, and organizational safeguards appropriate to the nature of the information processed.

No electronic storage or transmission system can be guaranteed completely secure.

Harrington will respond to security incidents and provide notifications where required by applicable law.

The Privacy Policy governs the handling of personal information and explains applicable privacy rights.

14. Data Retention and Account Deletion

Users may request account deletion and exercise applicable personal-data rights through Harrington’s designated privacy request process.

Harrington will evaluate and process requests in accordance with applicable law.

Account deletion may result in the loss of access to associated services.

Certain information may be retained where necessary to comply with legal obligations, preserve records subject to lawful retention requirements, investigate security incidents, or establish, exercise, or defend legal claims, to the extent permitted by law.

SUBSECTION 14.1 — SUBMITTED VERIFICATION DOCUMENTATION

Verification documentation is subject to the thirty (30) calendar day retention limit established in Section 6.1.

Account deletion does not extend that retention period.

SUBSECTION 14.2 — PUBLIC REVIEWS

Deleting an account does not necessarily result in automatic deletion of previously published reviews.

Requests involving published content will be evaluated under applicable law, the Privacy Policy, and Harrington’s Review Guidelines.

Harrington may retain lawfully deidentified or aggregated information that can no longer reasonably identify an individual.

Users will be informed of applicable deletion options and limitations.

15. Marketing Communications

Harrington may send transactional communications necessary for account administration, security, verification, and service delivery.

Optional marketing communications may include newsletters, The Harrington Report™, service announcements, and promotional information.

Users may unsubscribe from commercial marketing emails through the unsubscribe mechanism provided in those communications.

Unsubscribing from marketing does not prevent Harrington from sending necessary transactional or security-related communications.

Harrington will comply with applicable electronic marketing laws.

16. Organizational Services and Payments

Harrington may offer paid services to agencies, employers, and other organizations.

Paid services may include subscriptions, recruitment-related offerings, advertising, research products, or other commercial services.

Specific prices, billing periods, renewal terms, cancellation procedures, and refund eligibility will be disclosed before purchase.

Additional commercial agreements may apply.

Payment for organizational services does not guarantee favorable ratings, positive editorial coverage, preferential review treatment, or removal of legitimate unfavorable content.

17. Disclaimer of Warranties

TO THE MAXIMUM EXTENT PERMITTED BY APPLICABLE LAW, THE PLATFORM AND ITS CONTENT ARE PROVIDED ON AN “AS IS” AND “AS AVAILABLE” BASIS.

Harrington Agency Index™ (“Harrington”) makes no guarantee that the Platform will operate without interruption, that every submission will be accurate, or that published information will remain current.

Harrington does not guarantee employment outcomes, compensation levels, organizational performance, or business results.

Nothing in these Terms excludes warranties or protections that cannot lawfully be disclaimed.

18. Limitation of Liability

To the maximum extent permitted by applicable law, Harrington Agency Index™, its owners, officers, employees, representatives, and authorized affiliates shall not be liable for indirect, incidental, special, consequential, or punitive damages arising from use of the Platform, except where such limitations are prohibited by law.

Any proposed limitation on aggregate monetary liability must be evaluated against applicable law and the nature of the claim.

Nothing in these Terms excludes or limits liability where exclusion or limitation is prohibited by applicable law.

19. Indemnification

To the extent permitted by applicable law, users agree to indemnify, defend, and hold harmless Harrington Agency Index™, its owners, officers, employees, representatives, and authorized affiliates against third-party claims, liabilities, damages, judgments, losses, and reasonable legal expenses arising from:

  • 1. The user’s knowing submission of materially false or misleading information.

  • 2. Content submitted by the user that unlawfully infringes third-party intellectual property rights.

  • 3. Unauthorized disclosure of legally protected or confidential information.

  • 4. Unlawful use of the Platform.

  • 5. A material breach of these Terms.

This provision does not require users to indemnify Harrington for liability attributable to Harrington’s own conduct where such indemnification is prohibited by applicable law.

A good-faith disagreement regarding a lawful review does not, by itself, establish an obligation to indemnify Harrington.

20. Governing Law, Mandatory Arbitration, and Exclusive Jurisdiction

20.1 EXCLUSIVE GOVERNING LAW

These Terms of Service and any dispute, claim, controversy, or cause of action arising out of or relating to these Terms, the Platform, or the relationship between Harrington Agency Index™ and any user or organization shall be governed exclusively by the laws of the State of Minnesota, without regard to conflict-of-laws principles that would require application of another jurisdiction’s laws, except where applicable federal law or other nonwaivable law controls.

The Federal Arbitration Act shall govern the interpretation and enforcement of the arbitration provisions to the extent applicable.

20.2 MANDATORY BINDING ARBITRATION

To the fullest extent permitted by applicable law, any dispute, claim, or controversy arising out of or relating to these Terms, use of the Platform, transactions conducted through the Platform, or the relationship between Harrington and a user or organization shall be resolved through final and binding individual arbitration.

The arbitration shall take place exclusively in Hennepin County, Minnesota, unless applicable law requires otherwise or the parties agree in writing to another arrangement.

The arbitration shall be administered by an independent arbitration provider under applicable rules disclosed in the arbitration agreement and consistent with governing law.

The arbitrator shall have authority to award remedies available under applicable law, subject to any enforceable limitations contained in these Terms.

Except where applicable law requires otherwise, the arbitrator’s decision shall be final and binding.

20.3 AGREEMENT TO ARBITRATE THROUGH PLATFORM USE

By accessing or using the Platform after receiving reasonably conspicuous notice of these Terms and manifesting legally sufficient assent, users agree to the mandatory arbitration provisions contained in this Section.

Creating an account, submitting a review, or purchasing services may require express acceptance of these Terms.

Continued use of the Platform alone shall constitute acceptance only where such acceptance is legally effective.

20.4 EXCLUSIVE COURT JURISDICTION AND VENUE

To the fullest extent permitted by applicable law, any judicial proceeding permitted under these Terms, including proceedings to compel arbitration, enforce an arbitration agreement, confirm or vacate an arbitration award, or resolve claims not subject to arbitration, shall be commenced and maintained exclusively in:

(a) The state courts located in Hennepin County, Minnesota; or

(b) Where federal subject-matter jurisdiction exists, the United States District Court for the District of Minnesota sitting in Minneapolis, Minnesota.

The parties consent to the personal jurisdiction of these courts to the extent legally effective.

No party may initiate covered judicial proceedings in another jurisdiction unless required by applicable law.

20.5 ATTORNEYS’ FEES AND COSTS

To the fullest extent permitted by applicable law, Harrington Agency Index™ shall be entitled to recover its reasonable attorneys’ fees, litigation expenses, arbitration expenses, court costs, and other recoverable expenses when such recovery is authorized by an enforceable contractual provision, applicable statute, arbitration award, or judicial determination.

Where a court of competent jurisdiction determines that a user or organization has materially breached these Terms, engaged in actionable misconduct, or otherwise incurred liability to Harrington, Harrington may seek an award of reasonable attorneys’ fees and costs to the extent permitted by applicable law.

Nothing in this provision eliminates a user’s nonwaivable statutory rights or remedies.

20.6 ADDITIONAL LEGAL AND EQUITABLE REMEDIES

In addition to any recoverable attorneys’ fees and costs, Harrington reserves the right to seek all remedies available under applicable Minnesota and federal law, including, where legally authorized:

  • Compensatory damages.

  • Injunctive relief.

  • Declaratory relief.

  • Recovery of court costs and litigation expenses.

  • Statutory damages where applicable.

  • Enforcement of contractual obligations.

  • Other legal or equitable relief authorized by law.

No remedy shall be available solely because it is listed in this section if applicable law does not authorize it.

20.7 ARBITRATION PROCEDURES AND LEGAL EXCEPTIONS

The arbitration agreement shall be administered in accordance with applicable law and the rules of the selected arbitration provider.

The parties retain any rights that cannot lawfully be waived, including applicable statutory remedies and rights to seek judicial relief where required by law.

Any allocation of arbitration fees and expenses shall comply with applicable law and the selected provider’s enforceable rules.

20.8 SEVERABILITY OF ARBITRATION PROVISIONS

If any portion of this arbitration agreement is found unenforceable, the remaining provisions shall remain effective to the extent permitted by applicable law.

No provision shall be interpreted to require arbitration of a dispute that applicable law prohibits from being subject to mandatory arbitration.

21. Suspension and Termination

Harrington may suspend or terminate access where reasonably necessary because of:

  • Material violations of these Terms.

  • Fraudulent or deceptive activity.

  • Security threats.

  • Unlawful conduct.

  • Abuse of the review or verification systems.

  • Other legitimate operational or legal reasons.

Harrington may provide notice and an opportunity to respond when appropriate, but immediate action may be necessary to address serious risks.

Termination does not eliminate obligations that, by their nature, survive termination, including applicable intellectual property, indemnification, dispute-resolution, and lawful retention provisions.

22. Changes to Terms

Harrington may revise these Terms to reflect changes in its services, legal requirements, security practices, or business operations.

Material changes will be communicated as required by applicable law.

Where required, Harrington will obtain additional consent before applying materially different terms.

Updated Terms will identify their effective date.

23. Severability

If any provision of these Terms is determined to be invalid or unenforceable, the remaining provisions shall remain effective to the extent permitted by law.

An unenforceable provision shall not be interpreted to expand Harrington’s rights beyond those permitted by applicable law.

Data & Account Deletion

1. Purpose

Harrington Agency Index™ recognizes that users may wish to delete their accounts or request deletion of personal information.

This policy describes the procedures for submitting and evaluating deletion requests and explains applicable limitations.

2. How to Request Deletion

Users may request account or personal-data deletion by contacting:

privacy@harringtonindex.com

Where available, users may also submit requests through authenticated account-management features.

Requests should identify the account or information involved without unnecessarily disclosing sensitive data.

3. Identity Verification

Harrington may take reasonable steps to verify that a deletion request is submitted by the account holder or an authorized representative.

Verification procedures will be proportionate to the sensitivity of the information involved.

Harrington may use:

- An authenticated account session.
- Confirmation through the registered email address.
- Secure verification links or codes.
- Alternative verification procedures where appropriate.

A request does not necessarily need to originate from the email address used during registration.

However, Harrington may require additional verification before processing a request submitted from a different address.

Harrington will not disclose confidential account information to an unverified requester.

4. Account Deletion

Following appropriate verification, Harrington will evaluate the account deletion request.

Where deletion is required or appropriate, Harrington will remove or deactivate account access and process associated personal information according to applicable law.

Account deletion may permanently eliminate access to Platform services.

5. Published Reviews

Account deletion does not automatically guarantee removal of previously published reviews.

Requests involving published reviews will be evaluated under applicable law, the Privacy Policy, and Harrington’s Review Guidelines.

Where applicable law requires deletion of review-associated personal information, Harrington will comply with those requirements.

Harrington may retain lawfully deidentified or aggregated information where permitted.

6. Verification Documentation

Submitted verification documentation is subject to Harrington’s thirty (30) calendar day retention limit.

Verification documents must be deleted within thirty calendar days following submission unless a longer retention period is required by applicable law.

A request to delete an account does not extend the verification document retention period.

Where a legal retention obligation applies, Harrington will limit retained documentation to what is reasonably necessary to satisfy that obligation.

7. Legal Retention Exceptions

Certain information may be retained where required or permitted by applicable law.

Examples may include:

- Records subject to legal preservation obligations.
- Information necessary to comply with valid legal process.
- Records required by applicable financial or regulatory laws.

Retention exceptions do not automatically extend the specific verification-document retention limit unless longer retention is required by law.

8. Third-Party Service Providers

Where applicable, Harrington will take reasonable steps to communicate deletion requirements to service providers processing personal information on its behalf.

Deletion from active systems and expiration from backups may occur on different schedules, subject to applicable law.

Harrington will not represent information as fully deleted until the applicable deletion process has been completed.

Any applicable order form or written agreement may establish additional terms. This policy does not govern transactions between users and third-party employers or agencies.

2. Pricing and Authorization
Before charging an organization, Harrington will disclose the price, service description, billing period, and any applicable recurring charges. A purchase must be authorized by a representative permitted to act for the organization.

3. Refund Eligibility
Refund eligibility depends on the specific service and the terms presented at purchase. Unless a separate written agreement or applicable law provides otherwise, requests will be evaluated based on whether the purchased service was delivered, whether a material billing error occurred, and whether Harrington failed to provide an expressly promised service. No blanket promise of nonrefundable payments applies where prohibited by law.

4. Subscription Cancellation
For recurring services, the purchase terms will state how to cancel and when cancellation takes effect. Cancellation ordinarily prevents future renewals but does not automatically reverse charges for a current service period, subject to applicable law and the agreed purchase terms. Harrington will not impose undisclosed cancellation requirements.

5. Requesting a Refund
Organizations may submit a refund or billing inquiry through the contact method stated in their order confirmation or through Harrington’s Contact Us section. Include the organization name, transaction date, service purchased, and a description of the issue. Do not include full payment-card numbers.

6. Review and Resolution
Harrington will review available purchase records, service-delivery evidence, and applicable agreements; may request reasonable supporting information; and will communicate its decision. Approved refunds will be returned through the original payment method when feasible, subject to payment-provider processing times.

7. Editorial Independence
Purchasing a service does not entitle an organization to favorable reviews, higher rankings, positive coverage, or removal of legitimate unfavorable content. Refund decisions will not be conditioned on changes to editorial or review outcomes.

8. Disputes and Legal Rights
Billing disputes remain subject to applicable consumer, commercial, and payment-network protections and the enforceable dispute-resolution provisions in Harrington’s Terms of Service. Nothing in this policy waives rights that cannot lawfully be waived.

Review Guidelines

1. Purpose
Harrington publishes consultant-first accounts of staffing and consulting agency experiences to improve workforce transparency. These guidelines apply to reviews, ratings, comments, and supporting materials submitted to the Platform.

2. Eligibility and Firsthand Experience
Reviewers must be at least 18 years old and submit information based on their own genuine professional experience or other clearly identified firsthand knowledge. A reviewer may discuss a past or current agency relationship. Reviews must not be submitted on behalf of another person without authorization.

3. Accuracy and Good Faith
Describe events as accurately as possible. Distinguish observed facts from opinions, estimates, and allegations. Do not fabricate dates, pay rates, contracts, communications, or outcomes. A negative review is not prohibited merely because an agency disagrees with it.

4. Confidentiality and Personal Information
Do not publish Social Security numbers, bank details, home addresses, private phone numbers, medical information, passwords, confidential client data, or other sensitive personal information. Avoid naming individual recruiters or coworkers unless identifying them is lawful, necessary, and consistent with the Platform’s moderation standards. Harrington may redact identifying details before publication.

5. Prohibited Content
Harrington may reject or remove content containing fabricated experiences; threats or harassment; discriminatory abuse; unlawful disclosures; impersonation; spam; undisclosed promotional material; malicious links; or content that violates applicable law or Platform rules. Criticism, unfavorable ratings, and good-faith factual disputes are not prohibited by themselves.

6. Verification and Moderation
Harrington may request limited evidence of an agency relationship or experience, conduct consistency checks, and moderate submissions before or after publication. Verification of a professional relationship does not mean that Harrington independently proves every statement in a review. Confidential verification documentation is subject to the separate Verification Policy.

7. Publication and Edits
Harrington may publish, decline, hold, redact, correct, or remove a review under these guidelines. Material edits affecting meaning should be reviewed carefully; Harrington may request that the contributor revise or clarify the submission instead. Harrington will not alter a review solely to improve an agency’s reputation.

8. Conflicts of Interest and Manipulation
Agencies, recruiters, and others may not buy favorable reviews, compensate contributors for predetermined ratings, coordinate fake submissions, or threaten reviewers. Any incentive associated with a review must be disclosed and may make the review ineligible for publication.

9. Agency Challenges and Contributor Responses
An agency may report a specific factual concern and provide evidence through the Agency Response Policy. Harrington may seek clarification from a reviewer without revealing confidential identifying information to the agency. A challenge does not guarantee removal.

10. Appeals and Corrections
Contributors and agencies may request reconsideration of moderation decisions through the published contact process. Harrington will document material decisions and may correct or remove content where warranted by evidence, policy, or law.

11. Account Deletion and Reviews
Deleting an account does not necessarily delete published reviews. Requests to delete personal information associated with reviews will be evaluated under applicable law and the Data & Account Deletion Policy. Harrington may retain lawfully deidentified content where permitted.

Verification Policy

1. Purpose and Scope
Harrington may verify that a contributor has relevant firsthand professional experience with an agency. Verification supports platform integrity but is not a guarantee that every statement in a review is accurate.

2. Eligible Evidence
Depending on the circumstances, evidence may include appropriately redacted engagement confirmations, assignment records, agency correspondence, or other materials demonstrating a relevant relationship. Harrington should request only what is reasonably necessary.

3. Sensitive Information
Contributors must redact Social Security numbers, financial account numbers, government identification numbers, medical information, client confidential data, and unrelated personal details. Harrington may reject or request replacement of unnecessarily sensitive materials.

4. Submission and Access
Verification materials should be transmitted through an approved secure method and made accessible only to authorized personnel with a documented operational need. Agencies do not receive private verification documents merely because they challenge a review.

5. Verification Outcomes
Harrington may mark a submission as verified, pending additional information, unable to verify, or rejected for integrity concerns. Verification status describes the review process and should not be represented as independent confirmation of all underlying allegations.

6. Thirty-Day Document Retention
Submitted verification documentation will be retained for no longer than thirty (30) calendar days following submission unless a longer period is required by applicable law. At the end of that period, Harrington will delete the submitted documentation from active storage. If law requires longer retention, Harrington will limit retention to the information reasonably necessary for that obligation and delete it when the obligation ends. Limited non-documentary verification status and audit information may be retained separately where lawful. Verification documents will not be used for unrelated marketing.

7. Security and Deletion Controls
Harrington will restrict access to submitted materials and maintain deletion procedures consistent with the stated retention commitment. Copies in temporary storage, processing systems, and backups must be addressed under applicable retention and security controls. Deletion procedures must be operational before this policy is published as an implemented commitment.

8. Fraud and Misrepresentation
Fabricated or altered evidence may result in rejection of the submission, review removal, or account restrictions. Enforcement will be proportionate and documented.

9. Legal Requests
Harrington may disclose information only where authorized or required by applicable law, including valid legal process. Harrington will assess legal demands before disclosure and will not promise absolute anonymity.

Agency Response Policy

1. Purpose
Harrington permits agencies to respond to published reviews and to raise specific concerns about accuracy, authenticity, privacy, or policy compliance. The response process is designed to be fair without compromising editorial independence.

2. Authorized Representatives
An agency response or formal challenge must be submitted by an individual reasonably authorized to represent the organization. Harrington may request verification of that authority.

3. Public Responses
Responses should address the substance of the review professionally. They must not contain threats, retaliation, discriminatory abuse, private personal information, or attempts to expose an anonymous reviewer. Harrington may moderate responses under consistent standards.

4. Factual Challenges
An agency challenging a review should identify the specific disputed statements and provide relevant supporting evidence. General disagreement or reputational concern alone does not establish that a review violates policy.

5. Content Review and Platform Enforcement
Harrington Agency Index™ provides an independent platform for consultants to share their professional experiences with staffing and consulting agencies.

Harrington does not mediate, arbitrate, investigate, or otherwise resolve disputes between contributors and agencies.

Agencies may report published content that they reasonably believe violates Harrington's Review Guidelines or applicable law. However, disagreement with a contributor's experience, opinion, rating, or characterization of events does not constitute grounds for removal.

Harrington retains sole discretion, subject to applicable law, to determine whether reported content complies with its published policies.

Harrington may remove, restrict, or correct content that violates those policies or applicable law. Harrington is not obligated to independently investigate the underlying employment, contractual, financial, or interpersonal disputes described in a review.

Harrington will not require contributors to defend their experiences against agency challenges or participate in disputes with the agencies they review.

Contributor identities and confidential verification materials will not be disclosed to agencies merely because an agency disputes a review, except where disclosure is legally required.

6. Content Decisions and Finality
Harrington's content moderation decisions are administrative determinations concerning compliance with its platform policies. They do not constitute findings regarding the truth, accuracy, or legal merits of disputes between contributors and agencies.

Harrington may notify an agency whether reported content has been retained, modified, restricted, or removed.

Harrington is not obligated to provide detailed explanations, confidential verification records, contributor identities, or evidence submitted privately by contributors.

Harrington may reconsider a moderation decision at its discretion when credible information indicates a material violation of its policies or applicable law.

Harrington does not provide an appeals forum for disputes between agencies and contributors.

Agencies and contributors remain independently responsible for resolving their own contractual, employment, financial, or legal disputes through appropriate external channels.

7. Nonretaliation and Independence
Threats or retaliation against reviewers are prohibited. Payment for advertising, subscriptions, or other services does not affect moderation decisions, rankings, or the right to respond.

8. Legal Notices
Formal legal demands should be directed to Harrington’s designated legal contact. A public response or informal complaint does not replace lawful service or required legal procedures.

Index Methodology

1. Purpose
Harrington’s Index is intended to help consultants assess staffing and consulting agencies through structured experience data and other identified sources. A ranking is an analytical indicator, not a guarantee of future performance.

2. Potential Data Sources
Sources may include verified and unverified contributor submissions where identified, public agency information, job listings, agency responses, and proprietary research. The specific sources used for a published score or report should be disclosed in the relevant methodology notes.

3. Evaluation Dimensions
Depending on the product, dimensions may include payment timeliness, recruiter communication, transparency of terms, onboarding, contract stability, responsiveness, and consultant-reported outcomes. Harrington will not imply that every dimension is measured for every agency.

4. Data Quality
Harrington may use validation, duplicate checks, outlier review, and moderation to improve quality. Such controls do not eliminate reporting errors, sampling bias, or unverifiable claims.

5. Sample Size and Representation
A small or nonrepresentative sample can distort conclusions. Where ratings or comparisons are published, Harrington should disclose material sample-size limitations and avoid presenting insufficient evidence as a definitive score.

6. Scoring and Weighting
When Harrington publishes a composite score, the applicable scoring dimensions, weighting principles, and calculation period should be disclosed at a level sufficient for readers to understand the result. Harrington will not describe an undisclosed or unimplemented scoring formula as operational.

7. Recency and Updates
Data may reflect different reporting periods. Harrington may update profiles and analyses as new information becomes available, while preserving historical reports as records of their stated publication periods.

8. Agency Participation
Agencies may provide factual corrections and responses but cannot purchase favorable scores, suppress legitimate unfavorable submissions, or dictate editorial outcomes.

9. Corrections and Appeals
Material factual errors may be corrected with an appropriate record of the change. Methodological concerns may be submitted through Harrington’s contact process.

10. Interpretation
Scores and rankings are informational tools. Readers should consider the methodology, available sample, publication date, and their own circumstances before relying on them.

Agency Inclusion & Removal Policy

1. Purpose
Harrington maintains a directory of staffing and consulting agencies relevant to its audience. Inclusion is informational and does not imply endorsement, partnership, or a finding of misconduct.

2. Eligibility
An organization may be eligible if it provides staffing, recruitment, consulting placement, or related workforce services within Harrington’s stated directory scope. Harrington may prioritize United States-based agencies and relevant consultant markets.

3. Sources and Profile Creation
Profiles may be created from public business information, authorized submissions, or verified organizational requests. Harrington will seek to distinguish publicly sourced facts from contributor opinions.

4. Requests to Add an Agency
Users or authorized agency representatives may submit an agency name, official website, business location, and supporting details. Harrington may verify the organization’s identity, check for duplicate profiles, and decide whether it falls within the directory scope.

5. Accuracy and Corrections
Agencies may request correction of objectively inaccurate business information. Harrington may ask for reasonable evidence before changing an official name, domain, location, or other material attribute.

6. Removal Requests
An agency may request review of its listing. Harrington will evaluate requests based on factual accuracy, eligibility, duplicate status, privacy or legal obligations, and other legitimate editorial criteria. An agency’s objection to unfavorable but policy-compliant reviews does not automatically justify removal.

7. Removal or Restriction by Harrington
Harrington may remove, merge, archive, or restrict profiles that are duplicates, outside directory scope, fraudulent, materially inaccurate, or subject to a legal requirement. Material decisions should be documented.

8. Paid Services and Editorial Separation
Directory inclusion, correction, and removal decisions are not sold. Purchasing services does not guarantee listing inclusion, a particular ranking, or suppression of legitimate reviews.

9. Reconsideration
An organization may request reconsideration with new relevant evidence. Harrington may maintain an internal record of the decision, subject to applicable privacy and retention obligations.

1. Commitment
Harrington Agency Index™ aims to make its website and services accessible to people with disabilities and to improve usability across devices and assistive technologies.

2. Accessibility Practices

Report Content Policy

1. Editorial Independence
The Harrington Report™ and other Harrington publications are intended to provide independent workforce intelligence. Agencies and advertisers may not purchase favorable coverage, predetermined rankings, or suppression of legitimate unfavorable findings.

2. Sources and Research Standards
Reports may draw on consultant submissions, public records, employment listings, interviews, agency responses, and proprietary analysis. Harrington should identify material source categories and distinguish reported facts from commentary or interpretation.

3. Data Accuracy and Limitations
Research may be affected by incomplete records, small samples, self-selection, changing conditions, and reporting errors. Harrington will seek to disclose material limitations rather than present uncertain findings as established fact.

4. Anonymous Consultant Contributions
Harrington may incorporate anonymous or confidential consultant experiences. Identifying information will not be publicly disclosed by default, but absolute anonymity cannot be guaranteed, including where disclosure is legally required.

5. Ratings and Rankings
Where a report includes ratings or rankings, readers should be directed to the relevant Index Methodology, scoring period, and limitations. Rankings represent a defined analytical assessment rather than a universal judgment about an agency.

6. Corrections and Retractions
Harrington may correct material factual errors, clarify ambiguous reporting, or retract unsupported content. Significant corrections should be documented in a manner proportionate to the publication and error.

7. Agency Right to Respond
An agency identified in a report may submit a factual correction or response. Harrington may consider relevant evidence but retains independent editorial control. A response request does not guarantee alteration or removal.

8. Sponsored Content and Conflicts of Interest
Paid placements and sponsorships, if offered, should be clearly distinguished from independent editorial material. Material conflicts of interest should be evaluated and disclosed as appropriate. Commercial relationships do not control review moderation or ratings.

9. Intellectual Property and Redistribution
Original Harrington reporting, graphics, analyses, and other protected material may not be commercially reproduced or redistributed without authorization, except as permitted by applicable law. Third-party rights remain with their respective owners.

10. Informational Disclaimer
Reports are informational and do not constitute legal, financial, employment, or other professional advice. Readers should independently evaluate decisions involving employment, contracts, and business relationships.

11. Historical Report Integrity
Published reports reflect the evidence and reporting period stated at publication. Later changes in agency performance ordinarily belong in subsequent reporting. Harrington may update historical material to correct material factual errors, with an appropriate correction record, rather than silently rewriting historical conclusions.
